Another thread I just read is having a similar problem I'm having. My connection and hardware supports 3500 bitrate no problem, but my viewers are constantly having problems watching my stream.
A suggestion in the other thread was to lower the bitrate to 2000. I want the stream to run smooth for the viewers, without losing too much quality.
Also, if I lower the bitrate to 2000 will I be able to achieve 60fps with minimum lag? (fps lag)
I've streamed 60fps in the past and the lag was only noticeable in big team fights. (smite)
Would it also be a good idea to stream at 60fps with quick sync on? Or is 30fps just fine.
Here's a log;

Bitrate Viewer H265
The video formats the iPad can support are (from the tech specs page):
H.264 video up to 720p, 30 frames per second, Main Profile level 3.1 with AAC-LC audio up to 160 Kbps per channel, 48kHz, stereo audio in .m4v, .mp4, and .mov file formats;
MPEG-4 video, up to 2.5 Mbps, 640 by 480 pixels, 30 frames per second, Simple Profile with AAC-LC audio up to 160 Kbps, 48kHz, stereo audio in .m4v, .mp4, and .mov file formats;
Motion JPEG (M-JPEG) up to 35 Mbps, 1280 by 720 pixels, 30 frames per second, audio in ulaw, PCM stereo audio in .avi file format
I've seen bit rates of up to 4000kbps recommended for 720p on the iPad, but I haven't experimented with any since I haven't had any HD content I wanted to convert.
